# Fuel-station maintenance: how to build a defensible program

Fuel-station maintenance combines equipment, risks and authorities with different scopes. A defensible program shows why every task exists, who may perform it and what evidence it leaves.

## 1\. Controlled inventory

Record tanks, lines, pumps, dispensers, meters, filters, hoses, nozzles, containment, monitoring, electrical systems, drainage and safety. Use model, serial or site identifiers; avoid generic lists that do not match the facility.

## 2\. Criticality and condition

Prioritize safety, potential release, quality, metering and continuity. Separate an active finding, observable degradation, planned task and improvement. An alarm or suspected leak follows the response procedure, not the calendar.

## 3\. Source for every task

Link the manufacturer manual, applicable Panama requirement, certificate, history or approved technical criterion. Do not turn 40 CFR frequencies or recommendations from another jurisdiction into general Panama obligations.

## 4\. Execution by role

Define what the operator may observe and what requires qualified personnel, isolation, instruments or authority coordination. A public article does not replace training, safety procedures or authorization.

## 5\. Closeout and learning

## An asset model, not a list of trades

An integrated program begins with relationships: which tank feeds each pump and dispenser; which sensor monitors each containment; which panel controls each circuit; and which drain leads to which separator. This reveals the effect of a failure and supports isolation planning. A list of equipment names without relationships does not show operational dependence.

## Five classes of work

Do not label a visual inspection as calibration or a replaced part as a confirmed cause. Each class requires different evidence and competence.

## Prioritization by consequence and detectability

Assess personal safety, release potential, continuity, product quality, measurement and compliance. Then identify which barrier would detect the failure and how long it could remain hidden. A failed sensor can raise the priority of apparently stable containment because one defense has been lost.

## Monthly reliability review

Review repeated failures, open alarms, overdue work, untraceable spares, inventory differences, water entries and assets without manuals. Select a small number of actions with owners and dates. Quality is not measured by the number of closed work orders, but by reduced recurrence and evidence that barriers work.

## Application record: integrated maintenance program

Before applying this guide to a facility, identify dependencies among tanks, pumps, dispensers, sensors and drains. Write the decision as a verifiable question: which risk each task controls and which barrier will be demonstrated. A recommendation without an asset, question and date is difficult to audit and may continue circulating after the facility has changed.

-   **Input:** inventory, criticality, work order, competence, test and recurrence.
-   **Source:** retain the title, issuer, edition or date, link and section used.
-   **Owner:** assign who confirms data, who authorizes action and who verifies closeout.
-   **Status:** use confirmed, pending, not applicable or out of scope; do not fill evidence gaps by assumption.

Retain the version that supported the decision and record differences between the plan and field conditions. If a barrier fails, recurrence rises or operations change, reopen the record instead of reusing the earlier conclusion. ## Connected equipment. Controlled access.

A network connection does not require public Internet access. For tank gauges, station controllers and remote support, agree on access controls with your IT team and equipment provider.

Before enabling remote access

-   Keep equipment administration off the public Internet. Separate operational equipment from office and guest networks; allow only necessary traffic.
-   Use individual accounts, unique passwords and protected remote access with multifactor authentication, preferably phishing-resistant. Revoke temporary access when work ends.
-   Keep an inventory and review vendor security notices. Validate firmware changes with the provider, during a maintenance window, with a recovery plan.
-   Keep protected configuration backups, test restoration and record remote sessions. Define who to contact if access or equipment behavior looks suspicious.
