Preparing for a tightness test does not mean making blind repairs to “ensure” a pass. It means providing correct information, defining the scope and coordinating the conditions the method requires.

## Identify the system

Record each tank’s number or name, capacity, stored product, approximate level, associated lines and connected equipment. If drawings, calibration charts, previous reports or intervention history exist, make them available and flag discrepancies.

## Confirm the method and its conditions

MESA 2-D is a nonvolumetric method based on vacuum, acoustic signals and a water-ingress sensor. Its [independent evaluation listing](https://waterboards.ca.gov/water_issues/programs/ust/leak_prevention/lg113/vendors/mesaengineering_a.html) defines application conditions; universal percentages or timing from another test should not replace them. The provider should confirm that the method applies to the tank, product and existing level.

## Coordinate operations

Before the visit, agree which equipment must be available or out of service, who authorizes access and which conditions require work to stop. Whether dispensing can continue depends on configuration and scope, not a general promise.

## Document findings instead of hiding them

Alarms, water, visible damage, inventory differences or recent repairs are input information. Correcting an evident finding may be appropriate, but it should remain documented. Legitimate preparation never means changing conditions to obtain a different result.

## What should remain at closeout

The report should identify the evaluated system, method, conditions, scope and result. If the result does not meet the criterion or is inconclusive, the report must be reviewed and the next diagnostic step defined; the test does not always locate the ingress or release point by itself.

For the facility procedure, confirm requirements and validity directly with DINASEPI. The technical test contributes evidence but does not replace the authority’s inspection or decision.

## Pre-visit coordination checklist

Preparation should allow the team to confirm the method and work with a clear scope. It is not an instruction for unqualified personnel to intervene in tanks, lines, or energized equipment. Any unsafe condition or material difference from the information provided should stop the activity until it is assessed.

| Information | Why it matters | How to prepare it |
| --- | --- | --- |
| Tank identification | Prevents associating the result with the wrong system | Number, capacity, product, and available drawing or chart |
| Level and operation | The method has application conditions | Record approximate level and planned changes before the visit |
| History | Alarms and repairs can change the diagnosis | Gather reports, dates, and affected components |
| Access and safety | Defines who authorizes work and when it stops | Name the contact, restrictions, and allowed condition |
| Document objective | A test and a procedure are not the same | Confirm which system and document the operator needs |

## What the provider should confirm before mobilizing

- The selected method applies to the reported capacity, product, and level.
- Which tanks, lines, or spaces are in scope and which are excluded.
- What access, coordination, and operating condition the equipment requires.
- How a passing, adverse, or inconclusive result will be documented.
- Which findings would require stopping and redefining the work.

The [MESA 2-D technical description](https://masterservices.org/en/mesa-2d/) summarizes the method and its limits. If the nameplate, chart, or previous report is not available, mark it as pending instead of filling the gap with an estimate.

## Common preparation errors

Mixing data from different tanks, moving product without notice, omitting a recent alarm, or presenting a repair as part of the original condition weakens traceability. It is also an error to treat the test as a certification guarantee: the [BCBRP/DINASEPI procedure](https://masterservices.org/en/certificacion-sne/) retains its own requirements and decision.

Good coordination does not promise that the station will continue operating unchanged. The impact depends on the system and scope. The provider should explain it after reviewing the configuration, not through a universal phrase in the quote.

## Frequently asked questions

### Must the tank be emptied before a MESA 2-D test?

Do not assume so. Applicability depends on the method's published conditions and actual level. Confirm tank information with the provider before moving product.

### Should every component be repaired before testing?

Not blindly. Document findings and address any safety condition first. Diagnosis should determine the repair and the evidence that must be retained.

### Does the technical report replace the Fire Department inspection?

No. The report documents the test performed. BCBRP/DINASEPI defines the inspection, applicable documents, and certification decision.

## Next step

Prepare the identification, history, and work objective. To review scope before mobilization, [send the available information](https://masterservices.org/en/contacto/); an unknown field can remain pending until verified.

## Connected equipment. Controlled access.

A network connection does not require public Internet access. For tank gauges, station controllers and remote support, agree on access controls with your IT team and equipment provider.

Before enabling remote access

- Keep equipment administration off the public Internet. Separate operational equipment from office and guest networks; allow only necessary traffic.
- Use individual accounts, unique passwords and protected remote access with multifactor authentication, preferably phishing-resistant. Revoke temporary access when work ends.
- Keep an inventory and review vendor security notices. Validate firmware changes with the provider, during a maintenance window, with a recovery plan.
- Keep protected configuration backups, test restoration and record remote sessions. Define who to contact if access or equipment behavior looks suspicious.

AI-generated messages or voices are not proof of identity. Verify unusual support, payment or credential requests through a previously known contact channel. Do not share passwords or verification codes.

General guidance, not a security certification or a substitute for a site-specific assessment. Do not interrupt operating equipment without an approved safe procedure.

## From the article to the test

MESA 2D is the method. The station certificate is issued by the Fire Department (DINASEPI). They are not the same thing.
