Calibrating a dispenser is not an administrative formality: it is the difference between charging the customer for what you dispense and giving product away (or, worse, overcharging and exposing yourself to a regulatory sanction). In Panama, the Consumer Protection and Competition Defense Authority (ACODECO) — under Law 45 of 2007 — verifies that each dispenser delivers the volume it indicates, within a narrow tolerance.

This article explains what is calibrated, how it is measured, what tolerance is allowed and how often it is due, with enough detail for a station operator to understand what to expect when the inspector or calibration technician arrives. What exactly is calibrated

A modern dispenser (Wayne Ovation, Gilbarco Encore, Tokheim Quantium) has three elements in series that affect measurement:

1. The meter (volumetric meter): the mechanical piston or gear component that counts the physical volume passing through.
2. The pulser (electronic sensor): translates the meter's rotation into pulses that the dispenser's computer reads.
3. The dispenser computer: totals the pulses, multiplies them by the calibration factor and displays gallons/liters on screen.

Calibration acts on the meter (fine mechanical adjustment via the calibration screw) and secondarily on the computer's compensation factor. The pulser is not calibrated: it is replaced if it fails.

What ACODECO verifies at the end of the whole train is that what the display shows matches the actual volume delivered, within tolerance.

The tolerance: ±0.5% (and why it matters)

The standard that ACODECO applies in Panama, under Law 45 of 2007 and aligned with OIML R117 (the international metrology standard for fuel dispensers), allows a maximum deviation of ±0.5% between the actual volume and the volume indicated on the totalizer.

Translated to the actual test, the certified 5-gallon (18.927 liters) prover:

  • Allowed tolerance: ±0.025 gallons (~95 milliliters) on the 5-gallon standard.
  • If the test records between 4.975 and 5.025 indicated gallons for 5 actual: it passes.
  • Outside that range: the dispenser is out of tolerance and cannot operate until recalibrated.
  • The 0.5% seems narrow but is critical: a dispenser deviated +0.8% at a high-volume station (~15,000 gal/month from a single nozzle) delivers 120 extra gallons per month without charging for them. A dispenser deviated −0.8% overcharges the customer, who can file a complaint and trigger an inspection. In either direction the station loses.

    How often it is due: annual calibration + verification between cycles

    The standard regulatory cycle in Panama is annual metrological calibration by an authorized technician, with a visible ACODECO seal on each dispenser indicating the date of the last verification.

    Between cycles, a responsible maintenance program performs internal verification every 3-6 months with its own prover to detect drift before ACODECO does.   • Replacement of the meter, pulser or electronic board of the dispenser → immediate mandatory recalibration.
  • Repair of an internal leak in the measuring train → verify calibration after repair.
  • Formal customer complaint about incorrect dispensing → verify and document.
  • Product change in the dispenser (e.g. switching from 91 to 95, or introducing E10).
  • New installation or relocation of the dispenser.
  • How a calibration test is done

    The process a certified technician follows on a calibration visit:

    1. Preparation

  • Verify that the certified 5-gallon prover has a current calibration certificate (typical recalibration every 12 months against a primary standard).
  • Confirm that the dispenser has a visible prior ACODECO seal (for cycle traceability).
  • Coordinate with the operator: the dispenser is taken out of service during the test (~30-60 min per nozzle).
  • 2. Initial test («as found»)

  • Fill the 5-gallon prover at high flow (normal dispensing speed, ~10 gpm).
  • Verify how much the dispenser display indicates for 5 actual gallons.
  • Repeat at low flow (~4 gpm, simulating the final dribble): some dispensers behave differently at different flow rates.
  • Document both results before any adjustment. This is key: ACODECO wants to know whether the dispenser was out of tolerance before the adjustment.
  • 3. Adjustment if necessary

  • If the «as found» is outside ±0.5%, open access to the calibration screw (normally sealed with ACODECO lead; breaking the seal must be documented).
  • Adjust in the correct direction (a small turn changes things significantly because meters are sensitive).
  • Repeat the test until within tolerance, ideally close to center (~0.1%).
  • 4. Final test («as left»)

  • Verify the final result at high and low flow.
  • Document both final values.
  • 5. Sealing and documentation

  • Reseal the screw with ACODECO lead (numbered and traceable to the technician).
  • Affix an ACODECO seal sticker with the date on the dispenser, visible to the consumer.
  • Issue a calibration certificate per dispenser, including: dispenser serial, prover serial, date, high/low flow, as found / as left, responsible technician.
  • A station with 6 dispensers and 2 nozzles each (12 dispensing points) takes half a day for an experienced technician if there are no major adjustments.

    The four errors that cause a calibration to fail

    In practice, what most often leaves a dispenser out of tolerance:

    1. Clogged dispenser filter

    A partially clogged filter generates turbulence before the meter and affects accuracy at high flow. If the pressure differential rises, the measurement can deviate before the operator notices. Fix: change filters before calibration, not after.

    2. Worn meter at the end of service life

    Piston meters (the dominant technology in dispensers) have a typical service life of 8-12 years of intensive operation. As internal wear increases, mechanical clearance allows product to pass without being counted correctly, always toward the negative side (delivers more than it counts). It is detected at calibration and corrected only up to a point with adjustment; if drift reappears within a few months, the meter needs replacement.

    3. Air or vapor in the line

    If the vapor recovery system or the suction line has air, the meter counts vapor volume as if it were liquid: the customer receives less fuel than they pay for. It is detected because the test gives inconsistent results between attempts. Fix: purge the line, check the foot valves, inspect the submersible pump.

    4. Pulser in intermittent failure

    If the pulser loses pulses, the totalizer under-counts and the dispenser delivers more than it charges. Characteristic sign: the mechanical totalizer (if present) diverges from the electronic one over time. Fix: replace the pulser, full recalibration.

    What happens if ACODECO inspects you and you fail

    ACODECO conducts both scheduled inspections (annual verification of the seal) and unannounced ones (resulting from a citizen complaint or sampling). The inspector uses their own certified prover and, if they find a dispenser out of tolerance, can:

    1. Seal the dispenser as «out of service»: the station cannot operate it until it is recalibrated and a new seal is obtained.
    2. Issue a report of the finding, entered into ACODECO's system.
    3. Open sanctioning proceedings if the finding constitutes harm to the consumer (the dispenser overcharges). Fines vary according to recurrence and the magnitude of the deviation.
    4. Require publication of the finding in serious cases (uncommon but possible).

    Recalibration after an inspection requires the presence of the authorized technician and, sometimes, the inspector themselves to lift the seal.

    How to prepare to pass on the first try

    If your station has an annual calibration coming up, the decisions that increase the probability of passing without findings:

    1. Internal verification 2-4 weeks before. Run a test with your own prover (not ACODECO-certified, but reliable) to detect any out-of-tolerance dispenser before the official technician. If any is doubtful, change filters and retest.

    2. Preventive filter change. Filters with 12+ months of use are usually restricted enough to affect calibration at high flow. Changing them before calibration removes one variable.

    3. Physical inspection of the meter. If the dispenser is 8+ years old and the meter has never been replaced, an internal inspection is worthwhile, because recurring drift between calibrations is a symptom of a meter at the end of its life.

    4. Documentation of serials and seals. Having each dispenser's sheet ready (model, serial, last calibration date, previous seal number) saves the technician time and avoids traceability errors.

    5. Operational coordination. Calibrating all dispensers on the same day simplifies documentation and work-order closure, but leaves the station with reduced operation; a night shift or weekend is advisable depending on volume.

    Relationship with other standards: do not confuse them

    A frequent error is assuming that ACODECO calibration covers other regulatory aspects. It does not:

    Frequently asked questions

    Can I do the calibration with my own staff?
    Not for official ACODECO certification. Calibration recognized by ACODECO requires an authorized technician with current accreditation and a certified prover traceable to a primary standard. You can do internal verification with your own equipment, but it does not replace the annual seal.

    What happens during the transition to E10?
    E10 dissolves deposits inside the meter and can cause drift in the first 2-3 months after loading. Recommended: a special calibration at 30-60 days after loading E10 for the first time, plus quarterly internal monitoring during the first 12 months. See adapting stations to E10.

    How much does a calibration cost per dispenser?
    It depends on the number of dispensers, location and whether there is a major adjustment or meter replacement. A typical station in Panama is quoted per full visit (not per nozzle), which makes it economical to calibrate the whole fleet at once.     Yes. Unannounced inspections are the main enforcement mechanism. That is why continuous internal verification matters: do not wait for the annual cycle.

    What do I do if a customer complains about incorrect dispensing?
    Document the complaint, verify the dispenser with an internal test that same day, and if it is out of tolerance, take it out of service until recalibrated. Respond to the customer with the test result (even if it came out correct). A documented complaint addressed quickly rarely escalates to a formal complaint; an ignored one almost always does.

    Metrological calibration is the most direct indicator of whether your operation is delivering what it charges. An out-of-tolerance dispenser always costs money: either unbilled product loss or regulatory risk from overcharging the customer.
