Technical documentation checklist for SNE filings in Panama

Every service station in Panama has the obligation to maintain current technical documentation that certifies the integrity of its infrastructure — tanks, lines, dispensers, containment and leak-detection systems — for the purpose of filings before the National Energy Secretariat (SNE), the Ministry of Environment, the Fire Department and other competent authorities. This guide lists the technical documents that Master Services delivers to its clients when performing testing, maintenance and station upgrade work in the country.
Before the job: what we need from the client
At the initial technical visit, we recommend the client have on hand:
- Station drawings: layout of tanks, product lines, dispensers, islands, containment chambers and vents. Ideally with tanks identified by number and product.
- Tank information: type (steel, fiberglass, double-wall), capacity in gallons, year of installation, product stored and last recorded intervention.
- Dispenser information: brand, model and year, useful for determining compatibility with ethanol blends and for planning calibration.
- Prior documentation: reports and records of previous tightness tests or inspections, if any.
- Proof of a current operating license or permit, to align the scope of the work with the requirements of the applicable authority.
If the client does not have some of these documents, the work can still proceed: the missing information is gathered on site during the initial inspection.
What Master Services delivers at the close of the job
At the end of a tightness test, preventive maintenance, a corrective intervention or an E10 ethanol upgrade, Master Services delivers the following documentation package to the client:
1. Tightness test record
If the scope included a MESA test, we deliver the digital record produced by the official ATS Environmental Services software with the binary pass/fail result. The record includes the test parameters: mode (1-D / 2-D), applied pressure or vacuum, ambient conditions, duration and ACTv1 water sensor reading. The test is performed under Test Method #900 of the ATS protocol.
2. Signed technical report
The technical report consolidates the scope performed, the findings of the physical inspection (tanks, vents, containment chambers, product lines, dispensers), the work carried out and the final state of the installation. It is signed by the engineer responsible for the service and is made available for the client's technical file.
3. Photographic record
We attach the photographic record of the work — initial condition, process, replaced components and final state — as visual backup for the technical report.
4. Calibration certificates
When the scope included volumetric calibration of dispensers or instrument verification, we deliver the corresponding calibration certificates.
5. Technical recommendations
If, during the work, observations are detected that fall outside the executed scope but that the client should consider — age of components, condition of gaskets, state of sensors, recommendation to repair or replace — they are recorded as technical recommendations at the end of the report. This allows the client to plan next steps on a technical basis.
What the client does with this documentation
This package is the input the station operator uses for the applicable filings before the National Energy Secretariat, the Ministry of Environment, the Fire Department or other competent authorities, according to the scope of their operating license. The format and completeness of the package are aligned with what the hydrocarbons sector expects to find in a technical file: a verifiable test result, a signed report, photos and certificates.
If the station does not pass the test
When the MESA test returns a «fail» result or when the inspection identifies a non-conformity, Master Services offers the full finding-closure cycle: locating the leak, repairing or replacing tanks, lines and accessories, environmental remediation where applicable, reinstallation and a new MESA test to document the closure. The client receives a second version of the documentation package that includes the intervention performed and the new test, ready to be presented to the authority.
Practical recommendations for keeping the technical file
- Keep a digital and a physical folder per station, with the documentation packages ordered chronologically.
- Include a visible date and report number on each document, for quick reference during inspections or audits.
- Preserve the full history: the value of the documentation increases over time, since it lets you evidence a pattern of maintenance and compliance.
- Attach photographs of the tank and dispenser nameplates at the first intervention, to simplify later verifications.
- Review the technical recommendations from the last report before scheduling the next job, to plan the scope based on prior findings.
